OpenAI’s EU-only watermark, Trump’s diesel order and a state settlement over the Paramount–Warner merger may show that the rule behind a change can set how far it reaches

OpenAI says it will add invisible watermarks to ChatGPT and Codex text in the European Union to comply with the EU AI Act, but it is not making text watermarking a global default. President Trump’s new executive order temporarily allows dyed diesel on highways and tells Treasury to defer the federal excise tax on it through year-end, while state fuel taxes and roadside enforcement are set by states. And the Paramount–Warner Bros. Discovery merger cleared its last barrier when a judge approved Paramount’s settlement with 12 states, which sets requirements for the combined company. Read together, they may show that the rule behind a change can set how far the change reaches.
